DreamHost is running a New Year’s promotion right now. 95% off a 2 year hosting agreement which works out to $10.47.
After having had to deal with clients using DreamHost, I’d say it’s still overpriced. However, it’s a hell of a deal if you’re looking for an extremely cheap web host.
